I don't know where that thinking comes from .... first he'll loose the full fee ... second the processing target specified by UKVI is six months! Some applicants get approved in three months, some in six months, some in excess of six months. So he should keep waiting. I'm asking for a family member.
He applied 6 months ago and wants to withdraw because the likelihood of an approval is low now as it seems most people got approvals within 3 months.
