10 years good character

Hello guys,
If someone was illegal and got married to EU citizen in 2013 but didn't apply for the residence till 2015, when can he apply for british citizenship? confusion is due to the the 10 years good character requirment.

If they have indefinite leave to remain, the Home Office will consider they meet the legal residency test and also disregard the last 10 years residency issues insofar as there were not further character issues after that period.

I think it depends if they were also working/doing anything other than overstaying, in that case it is best to wait until the 10th anniversary of when the residence was granted.
