Passport for British child by descent?

Sorry I wasn’t sure which board to post in, whether this one or the British citizenship. I had a family friend visit me today asking for help to fill a form in. In summary he has a British citizenship and married abroad 4 years ago. He has two children in Pakistan and his wife also in Pakistan.
He would like to apply for a British passport for his two children.
He has a letter which confirms his children are British my descent and therefore can apply.
I’ve gone through all the guidance etc and all the forms seem fairly self explanatory but what I can’t get my head around is - does he submit the form and supporting documentation in the UK ie post office or does he have to send the docs to Pakistan to his wife to submit at the embassy?
