Referee for uk citizenship with professional qualifications

Hi,

When applying for uk citizenship, a referee with professional qualification is asked who is not a family member. Does it need to be someone who is chartered? I know software engineers with MEng obtained from the uk, but they arent members of any professional body, would they work?

Also, a requirement is that the person is not a family member. Does it mean immediate family? Would someone like brother of brother in law be included in that?

When the list says Engineer, it refers to Mechanical, Electrical or Structural Engineers who have to be registered with the respective Regulatory Body to do their work.
Also, a requirement is that the person is not a family member. Does it mean immediate family? Would someone like brother of brother in law be included in that?
Cannot be ANY family, through blood or through marriage.

GPs are no longer on the professional list, I wouldn't be sure about a doctor who can't practise.
