British citizenship and 6+ years unpaid CCJ

Hello everyone,
I have a question regarding naturalization application.
My friend applied for naturalization and had his biometrics taken in March 2024. He had a County Court judgment back in July 2017 (removed from credit file in September 2023), and he did not pay anything to creditors.
In his naturalization application, he declared he had a CCJ. Last week, he received a letter from the Home Office asking, "You have declared a civil court judgment on your application but have not provided evidence of repayment. We request that you send us a certificate of satisfaction or evidence that you have a repayment plan in place for the County Court judgment."
He did not pay anything to the creditor, and it has been more than 6 years; there is nothing in his credit file (he discarded all previous letters and doesn't even know which debt collection company was dealing with that case).
Any helpful advice will be appreciated.

There has been a recent successful case where the applicant had a CCJ he only became aware of after he had submitted the application viewtopic.php?p=2162823&hilit=ccj#p2162823

If your friend was aware why did he not pay to their creditors or save any records? He needs to contact the debt collection agency/court to find evidence that nothing is due but if the circumstances that arise are that he tried to get away with not paying, the application may not be considered favourably.
