Citizenship ceremony disabled person

Hi I recently booked the British citizenship ceremony at my local council. The local council denied this as my uncle cannot talk or hear and neither he understands sign language, I did bring in Prof of this which was a doctors letter explaining this. The local council denied him the ceremony certificate. I have emailed the home office about this and I have just received a email from the council saying that the home office demands the certificate back.

My question would be why did the home office request the certificate back?

In the actual application I made I did upload the certificate from the doctors stating my uncles disability that he can not hear or speak and that he doesn't understand any sign language bearing in mind my uncle was over the age of 65 when the application was made making him exempt from the English language test and life in uk test.

You have a 3 month timeframe to attend the ceremony. Have 3 months passed since approval?

Denied what exactly? They did not allow to book a ceremony?

It has not been three months yet he received the email for citizenship ceremony on the 31st of March.

We booked a ceremony for him on the local council website he attended the ceremony with me I did bring the medical certificate from the doctor but he was denied to do the ceremony from the council

On what grounds was he denied to do the ceremony?
