Citizenship application

Hello,
I got my ILR issued on 20 July 2019 , I left UK on 20th August 2019. I was in UK on 27th July 2023. So I can apply anytime between 27th July till 20 August 2024 for British citizenship . Am I correct?
Secondly, Is the decision made only after i submit my fingerprints and the documents submitted to UKVCAS, becoz i read somewhere that this submission is not required?
I am asking this since i am planning going back to my home country and coming in September and thinking to give me fingerprints and documents after then. Is there any maximum limit in days to when i should file my fingerprints and documents after online form submission?
