Good character

Hi,
Zimba

I need some help regarding immigration matter for my friend,

he got ILR in 2013 on basis of 10 years long residency.

Then after two year of my ILR he applied for Nationality but they refused me on basis of TOEIC which he previously got it during my student extension but he did not use it for my ILR application. Instead of TOEIC i used my masters degree as an evidence of English.
Then after first refusal he applied again in August 2018 but refused again on basis of good character of Toeic issue and they said they are referring to the first decision.

They said it’s unlikely he will get it until March 2026 for good character objection reason .

My question is What are my chances now if he apply for nationality as I have heard some rules have changed in November 2022. Kindly help.

If you are referring to the English language requirement, that has nothing to do with good character. Can you quote exactly the reason for refusal?

The TOEIC issue many years ago was definitely an issue. It was determined that many who used the TOEIC test for visa applications, did not in fact sit the test personally and used a proxy. It was a huge scam/scandal affecting many many migrants.

Many lost their visa status or were refused applications due to deception.

Then your friend needs to wait until March 2026 as advised.

TOEIC was a big/large scale scandal about meeting English language requirements.
The effects of the lashout/clampdown in it still being felt by some like OP till date.
