I'm the non EU unmarried partner of an EU citizen. As part of my application to get 'settled status'(ILR), I had my biometrics taken in October last year and got my settled settled the following month in November. My BRC arrived two weeks later. A year on, as I prepare to apply for naturalisation, I stumbled across a piece information which I dont know if it is true. I read that I may not need to arrange another biometrics appointment as part of my naturalisation application if:

"you’re in the UK
you have a valid biometric residence permit (BRP) or a biometric residence card (BRC)
you’ve previously provided your biometric information
you’re applying for a specific visa - for example a Graduate visa, Student visa or Skilled Worker visa"

So my question is, am I exempt from doing another biometrics appointment, as I am in the UK, have previously given my biometrics information and still have a valid BRC till 31st December 2024?

You are not applying for a visa!
Naturalisation is citizenship, not a visa.

You need to provide your biometrics again for citizenship.

I'm currently filling in the online form for naturalisation but I'm stuck at the section for convictions and penalties, I don't know how to answer.

Basically, in June last year I was on a train when a ticket Inspector checked my train ticket, and told me it was not valid for that particular train company. He took my details and told me they would contact me. Shortly after this, a medical emergency of a loved one made me leave the UK for about a month. When I got back, I found two letters from the train company. In the first one, they directed me to pay them £70 for travelling with the wrong ticket, and gave me two weeks to do so, or they would take it to court. I wasn't around, so I never paid the £70, and the two weeks lapsed. The second letter was a court summons where they were now seeking £140 at the magistrates court, and from what I heard, this would be a criminal conviction if I lost to them

I went to court, but before the court even sat, the train prosecutor offered me an out of court settlement of £200. I paid, he wrote "settled out court" on my case file, and that was the end of it

My question is this. In the conviction and penalties section, is this relevant in anyway? I settled out of court, the case was wasn't heard

As you know the railways have (or had?) their own procecuting authority. There has been some reporting about this.
I suggest you disclose this, it should not have any impact on your application, similar to traffic tickets.

You need to disclose it, there is a section on the good character guidance on cases settled out of court.
