One of the people I could potentially ask to be my referee is a "member of Her Majesty's Armed Forces" - but she's retired (for nearly 10 years now). Is this acceptable still?

Yes, I've seen this already. This document does not clarify the retirement situation.

What if the person in question is not an officer but a sergeant?

Officer of the Armed Forces retired or otherwise does not apply if the referee in question is a sergeant and under the list it just says member of Armed forces, does not say retired so on that basis I would say she is not qualified to be a referee
