Naturalisation

My colleagues has received his ILR based on 10 years of legal stay. He applied for ILR in Feb and received his passport in Oct 2010. When can he apply for Naturalisation? Will it be after 1 year of getting a stamp in his passport? or is there any other rule under which he can apply for his naturalisation? He has been in this country now for over 11years.

Unless he contributed to the delay in the ILR being issued, for example by being very slow in replying to queries, he can apply for Naturalisation from 15 months after the ILR application date, so from sometime in May 2011.
