BOTC Question - Mother born in Anguilla

Hello,
I am hoping to get a couple questions answered and your help would be much appreciated.
My mother was born in Anguilla and currently has a BOTC passport. My brother was born in April 1979 in St. Lucia. After looking up information regarding his eligibility to apply for BOTC I was under the impression (not sure if it's correct) that he would be able to apply based on descent. However, he is being told by Anguillan immigration officials that since he was not born in Anguilla he first needs to become a naturalized Anguillan before he can apply for BOTC. Can anyone please clarify what the correct process is, of if he is really eligible at all since I am a bit confused at this point.
