Hi I have a query,

While applying for citizenship in the form they ask for references

one referee should be having professional standing.
One of my friend who is a british citizen and who has got NCPL i.e.(National Certificate for Personal Licesence Holder). Whether the license he is holding is a professional body and whether can he act as one of the refereee.
