HO state in guidance notes that council tax payment is part of good character requirements.
Does anyone know if they actually enquire with local councils if payments have been made?

The UKBA share information with other Government/official departments.
All data can be obtained by the case works from a simple computer search. The HO don't need to physically 'contact' the council to find out whether the applicant has defaulted on paying CT.

Thanks for reply Casa. Do they only check for any council/ tax warrants and summons?

If you are responsible for CT in the property where you are living, the Home Office are likely also to check that you're paying this, as you are legally required to do.
Without knowing why you are raising the query, it's difficult to give more specific advice.
