SET-M requirment and eligibilty

Hi everyone,
long time i was away from form and just wants to update my self with requirment and eligibilty for SET-m,
my wife just got flr-m and she is living with me as spouse since nov 2009. initail on tier 1 dependent and now flr-m from march 2013, i got ilr on bases of 10 year lr. i belive she is still eligible for ilr through set m form.as completed more then 2 year as spouse with me in uk.
my question is are (287(a)(i)(d) and 287(a)(i)(e)) still valid for my wife..?
2ndly when ukba send my wife flr visa, they send letter comfirming visa and stating
'As a result of the changes to immigration rules which came into effect 9 july 2012, any family life claim will now bw given consideration under Appendix FM
consideration given under appendix FM R_LTR.1.1 A, b and c

what that mean to you:

we have endorsed your brp for 30 months.
in order to quilify for ilr you must have to completed a contuoine period of at least 60 months in uk ............'



is all that just their genral formet or its apply to my wife aswell which mean she has to waite for ilr for 60 months..please help as she has passed ife in uk test asweell and ready to apply if we ok to go ahead.
