Can a taxpayer for 5 years apply for ILR?

Can a taxpayer for 5 years apply for ILR?

can someone apply for ILR if he been a taxpayer for 5 years regardless of visa category(in which work was permitted) ? Say applicant switched between Tier-2(general) and Tier-2(dependent).
