28 days rule calculation

Hi,

I need the details on the 28 days period for applying ILR.My initial enrty to this country on 15th Dec 2006.

Based on the 28 days rule when can i apply for ILR at the earliest.Is it 18th or19th of Nov 2011?

Please advice...
