ILR Dependent Cohabiation query

Dear Forum Members,
This is regarding query on ILR for my wife.
I got married in March 2009 and my wife came to UK on Tier 1 dependent, stay in UK for 6 months(July’09 to Jan’10) and went back to India for 1 year (Jan’10 to Jan’11),Since then (from Jan’11 onwards) she is in UK. So if I calculate total period stay in UK it would be 2 years by our ILR application date.
As per the UKBA guide lines dependent has to be in the UK for 2 years to apply ILR and has to show the cohabitation proof for that.
My queries are below:
1. how I can provide the cohabitation evidence; is it only the period she is in the UK(it will be 2 year)? Or the total period ?
2. Does council tax, medical bills enough for cohabitation? if yes these issued once per year would that be OK?
Kindly some one clarify my queries.
