Urgent, 10 years long stay

Thank you for taking the time to read my post and I have 2 questions
1. How can my local MP help to make an application to be processed faster? Long residence applicants can't use the premium service and it sometimes takes as much as 6 months
2. Is it possible to apply earlier than the legal 28 days before 10 years? If so, how and which reasons does one give.
