indefinite leave to remain long residency (dependants)

Hi there my sister 10 years will be completed in sep 2012.
She is a student visa holder and she had student visa for the whole time she was in uk .keep doing extension .
her husband joined her in 2007 and now they have two kids aswell .
I heard about the changes in regards to 18600 per annum salary requirements or 16000 pounds saving requirements and extra for kids .does this apply to her if it does i dont understand how can she show that .
She dont work full time coz she is student and she dont have 16000 pound saved up.
so what will happen to her kids and husband
please help and guide me .
