SET(O) Dependent Eligibility

Hi,
I am an Tier 1 (General) Immigrant and i am going to apply for ILR on Oct 2012. My Wife joined with me as my dependent from Dec 2010. That means when i file my ILR application she will complete 22 months as my Dependent.
Now my question is:
Is my Wife eligible to get ILR..?
If not Which application should i use for my wife's extension of stay..?
Can i use the same SET (O) application for her extension or should i use FLR (M) application..?
I would be grateful if some one clarify this..
