ILR Visa Spouse Eligibility

Hi All,
I am currently on old work permit visa and eligible to apply ILR visa in Dec 2012. My wife is on work permit dependent visa now.
I want to know staying period requirements for my wife to apply ILR dependent visa. She has come to UK first on Sep 2009. After that she went to India for 1 year 4 months.
She is completing around 1 year 11 months by the date of application.
Does she needs to be in UK for 2 years by applying the ILR dependent visa?
