amendments to clarify absence from uk

Hi fellows,
The UKBA has announced some changes on 22 Nov. 2012. one of them is changes to the absence period from uk during 5 years continuous period before ILR application. this is the statement and link below.
"Settlement
amendments to clarify the absences from the UK that are allowed during the continuous residence period for Tier 1 (General), Tier 2 and pre-points-based system work routes (for example work permits, self-employment and business person)."

what do these absence changes actually say? does it say that no one will be allowed to remain absent from UK more than 180 days ?
