Tier 2 Dependent ILR eligibility

Hi, I am not sure if this has already been discussed elsewhere because I have looked through FAQ's and previous post but could not find the suitable answer.
My friend Tier2 migrant who is going to apply for ILR in March2013 but his wife who was granted entry clearance on 15 April 2011 and first entered UK on 05/05/2011. She will be a roughly 2 weeks short of 2 years when main applicant will apply for ILR (end of march 2013). But there is history to her visa. they got married in 2010 she applied visa nov 2010 but got refused dec 2010 because of UKBA mistake but decision was overturned in April 2011. Will that help her towards her 2 years proof of relationship. Is there a big risk if they both for for PEO appointment or simply main applicant should apply for ILR at and then his wife should apply for ILR by post which will cover her 2 weeks gap approx. Can FLR be an option??
