Non endorsable fixed penalty notice and DUI for ILR

Hi there! I have been reading a lot on this board, thanks a lot for all the useful information. I have two questions. I have received an endorsable fixed penalty notice that was paid without going to court for holding handheld phone while driving. I am a little confused about disclosing this on my ILR application, as FPN can be omitted (not disclosed) but they ask to disclose if there is an endorsement on paper DL, which I do have. Had do pay £60 and got 3 points.
What is the difference between endorsable and non endorsable FPN?

Also, just to be on sure side, do I need to disclose DUI in the US of 11 years old. Reading the rehabilitation act, it is considered spent, but they ask to disclose all drink driving offences. Which I think it would be better to disclose, but should I worry about it? It has been so long ago, and the state records in the US do not even have the record any more. Any advise would be very helpful!

Thanks for your time!

Hi,
Non-endorseable, fine but you get no points on your licence with it. Endorseable are a more severe penalty, fine and get you points.
What is date/code of offence? and who asked you to disclose if there is an endorsement paper DL? Have you been in contact with UKBA?
please advise
