FLR(M)

Hi
I need your guidance on a seemingly complicated issue.
I obtained ILR in March last year. Before that I was on Tier 2 Employee sponsored visa, which meant my wife was on Tier 2 Dependent visa.
After I got my ILR my wife applied for FLR(M) but she was told she did not apply within 28 days of me obtaining my ILR so she was to apply through post.
Unfortunately my wife, who had medical condition and our daughter who was only a few months old and there was no one else to take care of our daughter, had to travel to Pakistan. So we did not wait for the postal application, which as you imagine would have taken months. Now she is in Pakistan and wants to come back.
I am not sure what to do in this case. Whether or not she can travel to UK with her Tier 2 dependent visa, which is still valid? Can she apply for FLR(M) from Pakistan? Or can she apply for settlement (which would be tricky because she has to pass life in the UK, which can only be taken from within UK).
Esteemed members I would really appreciate your kind guidance on this issue.

did you get your ILR after 5 years as an economic migrant or on 10 year long residence basis?

She cannot apply for FLR(M) from Pakistan.

What does this mean for her visa? Can she come on her current Tier 2 dependent visa to UK? She has to be here to apply for FLR(M) obviously. Do you know of any precedent in this case??
