ILR Appointment date rule

Hello All,
I have got Spouse/Partner Leave to Remain visa. I had applied on 27th May 2011 in public enquiry office however they had some technical issue hence my documents was kept by officer and they gave me a call after 5days and I was given visa.
My Biometric Card dates are as below:
Place and Date of Issue: UK 01-June-2011
Valid Until: 27-May-2013
My question is when I can apply for ILR, 28 days before the expiry date or 28 days before date of issue?

28 days before cmpleting the two year eligibility.

uksettlement: thanks, I understand that I have to apply 28 days before completing the two years eligibility period. however there is no start date or "valid from" date on my card, hence not sure if "date of issue" would be considered as start date or 27th may 2011 when applied in the PEO office would be the start date?

28 days before 1 june - date of issue
