received biometric invite-after appeal withdrawal-10 yrs

Dear friends,
Can anyone please tell me regarding my below queries.
recently my 10 yrs application was refused and appealed against the decision. When I have been to the tribunal, HO said that they want to withdraw from the original decision and reconsider further. And they did withdraw decision. Its more than 2 months now.
Today I have received my biometric invite letter. What does it mean actually?
1) once I enrolled my biometric only they will reconsider 10 yrs application
2) received biometric means- are they going to grant my visa? or any chances for refusal again?
3) And finally, how do i get my appeal fee refund?
Can seniors and gurus please advice me on above queries urgently.
