Parking fine appeal

I have an ILR appointment next week.
Last month I got parking fine for first time when I had gone for 'Life in UK' test . Strange coincidence
. I have appealed and have got acknowledgement from council that the appeal is received and have notifified that I would be eligible for early pay discount till 14 days after the decision.
From what I have read, parking fines are not considered. Should this matter as it is 'on hold' ?
