Eligibility to apply for permanent residence.

l am a family member( husband) of EEA citizen. l obtained my residence permit in 2008 and have been working permanently since then. My wife who is EEA citizen worked until April 2011 and had to stop working because our two children both have severe disabilities and needed 24/7 care. The only benefit we are receiving is disability living allowance.
My residence expires in August so will I qualify to apply for a permanent residence? We have enough evidence from our GP and the consultants about my childrens severe condition.
Can anyone advise me if I qualify for permanent residence? And if not what options do I have?.
