10 years long residence ILR questions

Hi everyone
Can you please advise when is the earliest possibility when i can apply for ILR on the basis of long residence please?
1st Visa Granted 29 Nov 2003 , arrived in uk 15 december 2003 and been in uk since then legally currently on tier 1

You can apply from 28 days before your 10 years qualifies. See set(lr)
Your 10-year qualifying period starts from either:
the date when you arrived in the UK with a visa; or
the date you were given permission to stay in the UK.

Yes, it should. Also, if you have a degree taught in English and it is awarded points on the PBS calculator, then a print screen of this with the certificate should also suffice B1 in addition to LIUK.
