Can dependant apply for ILR 28 days prior to 2 years complet

Hi,
I have a query on my spouse's ILR.
She will be completing 2 years on 8th October.
Can she apply for ILR 28 days prior to her 2 years completion period? Or does she needs to apply on/after 2 years completion?
