Earliest Date for ILR PEO application

Hi Seniors and Experienced members,
I am currently on T1 (General) visa. Just confused with the earliest date I can apply for PEO application. My case is as follows:
T1 (G) visa stamp date: 04/02/2009
Entry to UK: 03/03/2009
Visa valid until: 28/03/2014
Initially granted for 3 yrs and then 2 yrs extension. In this case, when can I apply earliest for premium service? Is it 28 days prior to visa stamp date or entry clearance date? Thank you.

Thank you Guru, but SET(O) guidance note version 08/2013 metion following instructions:
5. WHEN TO APPLY
You and any dependants applying with you should apply before the end of your/their permitted stay in the UK.
There is a qualifying period to complete in most of the categories on this form. It runs either from
- the date on which you entered the UK with a visa in the relevant category; or, if you did not enter the UK with such a visa, from
- the date on which you were first granted permis- sion to remain in the UK in the relevant category.
If you entered the UK with a visa several weeks or more after the date from which it was valid for use, you may need to apply for an extension of stay to complete the relevant qualifying period.
............
It clearly days the date on which you ENTERED the UK with the visa in the relevant category, it does not mention anything about the period between stamp date and entry date if it is less than 90 days? Please clearify me.

You entered within 90 days, therefore will be benefited from date of visa stamp otherwise from date of entry clearance. I am sure you can search several posts regarding similar topic.

Thanks a lot.
But I think there is contradiction between 2 guidance notes: UKBA SET(O) guidance note and "Indefinite leave to remain – calculating continuous period in UK" guidance in this matter. The later guidance on page no 21 clearly mention about the period between visa issuance date and entry date but SET(O) is silent on this and mention only about the time from entry clearance.
