When Can I Apply for ILR - Confused November or December

Hello Everyone,
I got my Tier 1 General Visa approved on the 15/12/2008 till 15/12/2011.
Came to the UK on 30/12/2008.
Extended my Visa and was approved from 27/01/2012 - 27/01/2014.
When can i apply for ILR? can it be after 15/11/2013 or 15/12/2013?
Will appreciate if i can get better understanding on this so i can start preparing for my application accordingly.
