Questions regarding new KOLL

Hi All

I will apply for ILR after 28 Oct 2013, with my wife as dependant.
I have Tier-1 general.
My wife is Tier-1 Dependant.
We both have PhD degree from a UK university. Our previous degrees are from non-English speaking country.

I would appreciate if someone could give me clarification on my questions in the following:
1- Based on new rules for KOLL, do I need to do English Language test (e.g. IELTS)?
2- Based on new rules for KOLL, does my wife need to do English Language test, or her PhD will suffice?
3- If we sit for Life in the UK test before 28/10/2013, is the certificate valid for ILR and citizenship application after this date?
4- Will the reading material change for KOL tests after 28/10/2013?
5- What is the up-to-date book for KOL test?

I read pages in this forum and UKBA website including the ones you suggested. However it is difficult to draw definite conclutions from them; hence I thought I may get clear anwers if I ask clear/simple questions.

Also do you mean KOL in the UK test will remain as it is now?

You must meet the KOLL requirement in addition to the new requirement, your phd from the uk should meet the new requirement therefore, a life in the uk test or equivalent is all you need.
