10-year long residence

Hello Everyone
UKBA allows you to apply 28 days before the required qualifying period is completed for the 10-year long residence application. Is the 28 days based on the date when UKBA receive the application or is it based on the date you post your application?
For example, say I posted my application on Saturday 26th of October 2013 and UKBA receive it on Monday 29th of October 2013. Will the 28 days be calculated based on the 26th or 29th of October?

Immigration application dates are based on the date of post, however, they should address whether you qualify at the date of decision -

Thanks Amber. A final clarification...
If I posted my long residency application on the 30th of November, i.e., on the exact date that my visa will expiry, would it still be a valid application, considering I would complete my 10 years only on the 21st of December?
Technically I don't have enough time on my visa to cover my full 10 years. Should I extend my visa till 21st December or beyond for my application to be valid?

Well, I have same situation too, and have mentioned many time in this forum.
Visa issued: 23rd September 2004
Came: 03rd October 2004
Last visa valid: 23rd August 2014
41 days short from date of entry
31 days short date of entry clearance
41 – 28 = 13
31 – 28 = 3
According to UKBA your 10-year qualifying period starts from either:
• The date when you arrived in the UK with a visa; or
• The date you were given permission to stay in the UK
I was thinking to apply some so-called extension then vary it but due to some successful cases I seen now I might take a chance and apply ILR with hope to qualify at the date of decision.
