Earliest to apply - is the Date that results inEC date - 28

Hello

I know this flavor of questions has been answered quite a numbe of times.
but i would like to know this in specific for the earliest date.

say in my case, i have EC On 21-FEB-2009, in which case, 28 before this EC date is 24-JAN-2014; does this mean can i apply on 24-JAN-2014, or
24-JAN-2014 is not inclusive?

Please can you suggest?
Would it be safer to exclude this date, and try for week commencing 27-jan-2014?
I just trying to widen my PEO appointment search, so that i can get
one.

You should be fine on 24th Jan 2014, However, you can consider applying on 27th Jan 2014 (Monday) to give benefit of doubt.
