ILR qualifying period

Hello,

I have searched for posts but still would like to confirm about my qualification period please as its not very clear.

Visa issued on: 14/01/2009
Entered UK on: 11/04/2009

Applying for ILR on: 16/01/2014

Entered on Tier 1 (General) and extension in 2012.

Could you please confirm if this falls within 90 day rule and I can apply on 16/01/2014.

Regarding question 7.11 - How long have you lived in the UK - Should I specify 4 years 11 months as stay even though I entered in April 2009?

yes you fall under 90 days concession rule.
