Visa processing procedure? What goes on?

This is just a general question out of curiosity…why do postal applications take so much longer than an in person PEO application? What is the difference in processing? Is it just a larger volume of applicants or is it more steps to the procedure when doing a postal application? Ive always wondered what goes on behind closed doors if anyone can shed some light...
