hi there, i am applying for ILR on 10 years long residence base, i spent 8 years on student visa and last 2 years on PSW. In application form SET(LR) section 4 there is list of some documents . I don't have that documents details or i can't provide that details like doctor's letter, council tax letters, gas electricity water bills, national insurance contribution records fo each year, HM revenue and custom/inland revenue letters or P60 statements of income tax paid, employer's letters, department for work and pensions letters, full birth certificate, mortagage documents. Can i submit my application without these letters, help/advise needed.

It looks like you have failed to understand the requirements .Xu only need to provide the listed documents if your Passports held in the 10 yrs are missing. But if you h only need the following:
Passports held in the 10yrs
Life in the uk Test
Esol but UK university degree can suffice, i understand if the degree is foreign yu nid NARIC verification that it was taught in English
