Could PBS dependent apply for ILR without B1 and UK test

Hi ,
I just wondering if some one could answer my query .
I am applying for ILR as a main applicant , my dependent has not passed B1 and UK life test.
So my dependent could apply along me with or not .
What happens if we apply together :
1. Application is rejected for both as one does not meet criteria or
2. I have my ILR granted and dependent ILR would be rejected with an advice to make a new application for extension or
3. MY ILR approved and dependent will be be granted discretionary leave .
Please advice .

If your dependent is above 18 years old then his/her ILR will be refused without LIUK and B1. If you have passed LIUK and and fulfill B1 English requirement you'll be fine.

If English level B1 and LIUK is not met, your spouse will not be granted ILR. If you have met the requirements, you will be fine and should get ILR.
Your spouse will be better off extending on PBS if this is possible because switching to FLR(M) family of settled person, requires English Level A1 and there are financial requirements that need to be met.
When was your spouse issued with PBS dependent visa?

Dependent was issued visa in 2009 same time with me.
So , are you suggesting scenario 2 then ?
or applied for ILR for me first and when I have my ILR then go for PBS extension ?

Apply for your ILR and spouse PBS extension at the same time. Are you apply in person at PEO or postal??
