UKBA approved Universities

Hi ,
Need your help in understanding the constraints around approved universites by UKBA.
I am planning to apply for ILR soon this month however wanted to know whether i need to write English language tests ? Have completed bachlor's degree in Mardras University (Chennai , India) in year 2003 and Masters degree in Anna university affliated college (2006), unable to get info on websites , so could you please help me in understanding this.
Life in uk test is mandatory, however wanted to know whether English language tests is mandatory for me .
