Shortfall of 3 Months

Hi guys,
I'm wondering about my chances for an ILR application based on 10 years of residence.
I'll quickly jot down the facts:
Initial entry visa valid from: 01/09/2004
Initial entry date: 15/09/2004
Current visa (PSW) expiration: 23/06/2014
Days out of the country during the 10 years: 350 with the longest stay being a 120 consecutive days.
I have not overstayed on any of my visas, which, until the current PSW visa have been student visas.
I'm a bit unclear about the 28 day rule so I'm not sure whether to count from the 1st or the 15th.

where he was able to secure an ILR, but the facts of our case differ somewhat so I was hoping someone could offer some advice.
I am seeking NQF lv6, tier 2 sponsorship but it seems unlikely at this point.
