Please help_ILR date

Hi
I a Tier 2 general visa holder since 12/5/2009.
Can I submit my ILR application on 22/4/2014?

From and including: Tuesday, April 22, 2014
To, but not including Monday, May 12, 2014
Result: 20 days
You can apply from 28 days before your qualifying period completes, so it would appear yes.

can we apply exactly before 28 days?
Also, my initial Tier 1 was stamped on 20 May 2009, so when I'll become eligible for ILR? will it be 22nd April or 23rd April?
the calculation includes the end dates or not?

From 22 April so long as you entered within 90 days of EC date.

Here I need a carlification...
Ferryahmed82 start date is 20-May-09 so his 5 years will be completing on 19-May-14. As per 28 days rule, if we deduct 28 days from 19-May-14, the date comes 21-Apr-14.... so my question is can he apply on 28th day or days should be less than 28....

20 May 2009 + 5 years = 20 May 2014.
