ILR eligibility for children - Urgent

Eligibility for children
Your child can apply if they:
1. were previously given permission to stay in the UK as your child
2. aren’t married or in a civil partnership
3. will live with you and be supported by you without using public funds
We have not claimed any public fund and don't intend to claim and not eligible as well to claim. How does the Case Worker looks at point 3? If there is a moderately disabled child, can it affect the ILR application or it is related to maintenance funds ( I don't find any reference to maintenance funds in case of ILR application)
