when my wife apply for ILR?

Hi I'm bit confused when my wife she can apply for her ILR under 27 months marriage visa she entered to this country 19 of November and her visa expire on 17 of December 2014.I heard she can apply 28 days before she complete 2 years since the entry if is that OK applying in person on 21 October? Thanks for your help

From 28 days before 19 November 2014. B1 English and LIUK required.

Thanks amber. So it's Ok applying via appointment in person 28 gays before 19 November?
