Good character - check for criminal conviction?

Hello,
There's a bit of unnecessarily about my wife's situation as she's been prosecuted for the tube fare dodging in January 2013 but the request to ACRO (Criminal Records Office) states no records are held against her file. What's interesting is that there is a court record of her offence, she plead guilty and paid the fine plus court fees and everything. This was not a simple £40 fine you pay on the spot, but a real hearing in a real court. As I said though ACRO holds no records. The paper by the way says clearly it is not a good character requirement certification.
Is there a way to know for sure if she has a criminal conviction or not? Are there any alternative government bodies we can send the request to? Could it have been just CCJ? Criminal convictions take 7 years to spend, but maybe fare dodging is just 3 years? How does Home Office check criminal records, can we send the request to the same body?
