Do you mean you have been in the UK for 5 years and area applying for ILR - Indefinite Leave to Remain?

Unless married to a British citizen, you will have to wait 12 months from the date you are granted ILR before you can apply to naturalise as a British citizen, current cost is £1236. Applying for a British passport is a separate process after you are approved for citizenship.

I originally was on a Tier 5 Youth mobility visa for 2 years(2011-2013), then moved to a Ancestry Visa(2013-2018) and need to apply for ILR IN Jan 2018.

Do I then wait until 2019 to apply for dual citizenship (AUS/UK) in a separate application?

Yes, you have to hold ILR for a full 12 months before you can apply for British Citizenship. It is only if you are married to a British citizen that you don't have to wait the 12 months.

ILR is only permanent residency. It confers now nationality rights as such.

British Citizenship is an application on its own on form AN and has completely different laws/rules to ILR. Passport application is also separate and only a British citizen can apply for a passport.
