ILR (LR) few Questions???

Hi Everyone!
Here is a brief history and i have few questions.can some body help me please!
I came to UK on student visa on 1/5/2007 and I am currently on tier 2 general visa until 25/02/2017.all my visa extensions i.e student visa, PSW and Tier 2 Genral were in time and never over stayed.although my Tier 1 entreprenuer visa was refused in 2013 but my appeal was allowed and I successfully varied my application to tier 2 general in 2014 from Tier 1 entreprenuer.i am completing 10 years legally on 30/04/2017.i am planning to apply for ILR (LR)on 3/04/2017 (28 days before 10 years)
I have following questions:-
1)As my current visa is expiring on 25/02/2017 so I am planning to apply for FLR(FP) before 25/02/2017 and pay by cheque, use some delaying techniques and then vary it to ILR(LR) as soon as I am eligible on 3 or 4th april 2017. Can I apply directly on ILR(LR) just before 25/02/2017 by post?if I pay by cheque and give biometrics as late as possible…can they refuse my application even after 4th april 2017 saying that I wasn’t eligible at the time when I applied for ILR(LR)?
2)My wife came to UK on 17th march 2012 on PSW dependent visa and she will be here for more than 5 years as my dependent when I apply for ILR(LR).can she apply for settlement too?or she has to go on FLR(M) visa and it will restart her clock again to zero?i am asking because I will apply for settlement through ILR(LR) not TIER 2 general
3) If my wife has to go to FLR(M) then I need to show a minimum of £18,600 per year income.my current salary is £22000 per year but I have 2 UK born children too.so do I have to show income level for 3 dependents or just my wife as I will be applying for her only?i am not planning to apply for my children visas.i am thinking to get them registered on MN1 form straight after my ILR.
I ill appreciate your valuable advice.

1) Frivolous and/or vexatious applications are shut down pretty quickly these days.
UKVI has cottoned on and is able to sniff out such applicants.
And such applications may be held against the applicant when making future visa applications.

3) Non-British children attract a supplement.

Thanks noajthan for your brief and prompt reply but can u please ellaborate it a bit specially about question 3....do i need to show minimum wages of £18600 for my wife only or for 3 dependents even though i am not going to apply for them.

In this paragraph “child” means a dependent child of the applicant who is-

(a) under the age of 18 years, or who was under the age of 18 years when they were first granted entry under this route;
(b) applying for entry clearance or is in the UK as a dependant of the applicant;
(c) not a British Citizen or settled in the UK; and
(d) not an EEA national with a right to remain in the UK under the Immigration (EEA) Regulations 2006.
