Applying in person 28 days before

Hello,
My 5 year anniversary on Tier 2 (General) is on 20 Dec 2016 so I am eligible to apply for ILR on 22 Nov 2016.
Just a couple of questions:
1. When will my ILR be valid from? The date of my appointment at the HO?
2. The website says the biometric is received within 7-10 working days. How soon do people normally receive it?

I have experienced it myself couple of times if your are attending at one of theirs public enquiry offices and if you are handed in a positive decision on your application on a same day your BRB will show this date on it regardless of when you receive it in the post within 7-10 days etc.
if you do not receive it within given time there are directions within decision letter to follow, that I think is sending an email to their BRP handling department

ILR is valid from the decision date.
2. The website says the biometric is received within 7-10 working days. How soon do people normally receive it?
It can take between 2-15 days depending on the IT issues or printing delay.
I have made 3 separate PEO applications last month and following are the BRP delivery timings. Dates on the brp can be different from the decision date usually the date it gets printed.
1. For me : 8th working day
2. Dependent 1: 12th working day
3. Dependent 2: 3rd working day

The only thing I'm worried about is whether the HO is ok with me applying in person 28 days before my 5 year anniversary as it means that at the time of application, I would not have completed 5 years.

That's fine. I have applied 27 days before 5 year anniversary of my visa start date.
